David was born on October 20, 1962, in Hattiesburg, Mississippi, to Benny Bernnard Rogers and Ruby Dean Lilly. He graduated from Mountain View High School and went on to Utah Technical College in Provo, Utah, where he earned an associate's degree as a lineman.

David worked for Provo City as a journeyman lineman and a sub station technician, where he retired in 2010. After living in Utah from 1984 to 2012, they moved to Inkom, Idaho.
Dave loved hunting and fishing, especially with his sons. He was a jack of all trades and could fix or find a solution to almost anything. He loved his family and was a proud husband, father, and grandfather. To know Dave was to receive a nickname from him. He had a huge sense of humor and loved making people laugh. He will be sorely missed by many.
